Proposal Management

Over 10 years’ experience managing and leading proposal efforts in the Department of Defense (DoD), Federal Agencies, State and Local Government and Commercial business areas. Managed various proposal groups of five to ten people that were augmented by functional experts to responds to Requests for Proposals for Intergraph/Hexagon products and services. Established processes for pursuit reviews, bid no-bid decisions and price to win analysis. Managed as many as twenty proposals simultaneously. Tailored Shipley processes to support needs of the business for accuracy and improved throughput.

Examples of Proposals include:

Consolidated Emergency Response System (CERS) – Competitive, best value procurement for worldwide US Marine Corp deployment of a standardized, modern emergency dispatch system. The system includes E911, Computer-Aided Dispatch, incident records management, fire station alerting and mobile capabilities.

JANUS – Multiple Award IDIQ contract from the National Geospatial-Intelligence Agency (NGA) to provide geospatial intelligence (GEOINT) data management and enrichment support to customers and partners both within and outside of the U.S. government, including some in the defense, intelligence, and homeland security communities.

Records Management Declassification Agency (RMDA) – Single, Lowest Price Technically Acceptable (LPTA) Award to analyze, declassify and manage digital records. Also provided was cyber security measures and full data center support of web-based applications accessed by over 64,000 worldwide Army users.

Program Management

30 years of Program Management experience in government and commercial businesses. Experience includes Earned Value Management Systems (EVMS), Project Management Institute’s Project Management Body of Knowledge (PMBoK), and waterfall and agile project scheduling techniques.

Examples of Projects managed include:

Depot Maintenance Accounting and Production System Finance (DMAPS) – DMPAS was designed to be an interim solution for the Air Force Materiel Command (AFMC) to integrate legacy systems for Depot Maintenance. Led the requirements analysis, design, implementation, testing, and deployment phases for all three Air Logistic Centers implementation. At the peak there were over 100 people working the effort in five locations. The system was successfully implemented on time and under budget. The SAP system that was to replace DMAPS was never implemented, and the system continues to support AFMC almost 20 years later.

Remoted Target System (RETS) – Live fire Army Training system deployed worldwide for artillery and infantry training. Managed design, production, test, deployment and maintenance. Responsibilities included scheduling and oversite of biannual maintenance/upgrades at overseas sites to ensure required maintenance and desired upgrades were completed in the allocated timeframe to ensure no disruption of training schedules.

Switchboard Powerpanel Engineering and Automated Requisition (SPEAR) - Managed GE Electrical Distribution and Control’s largest ($50M) product redesign (Switchboard and Power Panel product lines). Required functional direction of over 100 employees in Design Engineering, Manufacturing Engineering, Information Systems, Quality Control, Materials, Production (three plant sites), Finance Marketing and Product Management. Qualified, selected and negotiated with domestic and international automation vendors to procure state of the art manufacturing equipment ($15M). Participated in the product introduction through focus groups, trade shows and analysis of competing products. Reduced manufacturing cycle times between 3 and 8 weeks to 3 to 12 days and increased productivity 45%.

Over 10 years financial management experience, beginning with the General Electric Financial Management Program and positions of increasing responsibility culminating in the position of Manager Finance for the Automated Systems Department. In these various positions managed contracts and contract negotiations, accounting, inventory management, and operations analysis.

Ruggedized Hardware – Provided leadership to the team that designs, develops, and tests hardware for shipboard applications. Managed the proposal for a large IDIQ contract which will provide hardware for multiple platforms for the next five years.
Consolidated Automated Support System (CASS) - Analyzed the fixed price development contract with three production options and determined company’s projected investment in development understated — with projected 25% loss in production. Due to improper exercise of option, was able to renegotiate contract and by working with functional managers identify potential customer benefits — resulted in additional funding of existing contract at a profitable position.

MSG3 – provided leadership and guidance to Aircraft Maintenance team to develop tools to implement the commercial MSG3 aircraft maintenance procedures in a government environment.

IMCOM Lead Proposal effort for U.S. Army Installation Management Command (IMCOM) to standardize Force Protection across Army Installations. System included Computer Aided Dispatch, Mobile Dispatch, Records Management, and E911 integration. Initially the system will be deployed at seventeen large army installations, with future phases to deploy worldwide.
